Gegenstand der Ausschreibung ist die Konzeption, Entwicklung, Implementierung und Inbetriebnahme eines neuen KIS für die MEDIAN-Unternehmensgruppe. Ziel ist nicht die Beschaffung eines bestehenden Standardprodukts, sondern die Neuentwicklung eines maßgeschneiderten KIS, das die fachlichen, organisatorischen und technischen Anforderungen der MEDIAN-Unternehmensgruppe umfassend und nachhaltig abbildet. Es ist zulässig, auf Teilen eines bestehenden KIS aufzubauen und vorhandene Teilfunktionalitäten oder Code-Bestandteile wiederzuverwenden; der Reha-Teil des Systems ist jedoch vollständig neu zu konzipieren und zu realisieren.
