Le KCE désire améliorer la gestion de ses projets et de son programme de recherche à l’aide d’un logiciel qui doit permettre de: (1) Optimiser le programme de recherche en matière d’affectation des ressources (jours/experts) et de planning des projets, à l’aide de simulations (2) Gérer les projets de manière professionnelle et soutenir les chefs de projet et les managers de programme à cette fin, et ce, tout au long du cycle de vie d’un projet, notamment par l’élaboration du planning, le suivi de sa mise en œuvre, le reporting, la gestion des risques, ... (3) Rapporter au Conseil d’administration une série d’indicateurs sur l’évolution des projets (4) Encoder et relever les prestations des experts (timesheets) en vue d’analyse de fonctionnement, de suivi d’indicateurs de performance et de comptabilité analytique (5) échanger (recevoir / envoyer) des données avec d’autres applications, et ce de manière automatisée ou semi-automatisée. Il faut également prévoir la migration des données existantes depuis le logiciel actuel. Les projets de recherche et les activités transversales dans le programme du KCE sont actuellement au nombre 100. Ce volume est amené à augmenter ces prochaines années. Le nombre d’utilisateurs à prévoir est de 150. Ce nombre pourrait également évoluer. Ces utilisateurs doivent accéder au système pour visualiser leur planning individuel et avoir une vision des projets auxquels ils participent (équipiers de projet) et encoder et accéder à leurs relevés de prestations (timesheets).
