Le présent accord-cadre a pour objet d’assister l’Acheteur dans la préparation et le déploiement du programme d’acquisition de matériels roulants ferroviaires dédiés aux services de transport ferroviaire de voyageurs de l’Etoile Mancelle, et potentiellement d’un autre lot (cf. le projet d’allotissement du réseau à l’article 5.1 du CCP). L’assistance sollicitée par l’Acheteur au présent contrat se compose de 2 missions, qui ne sont pas nécessairement déclenchées successivement mais qui peuvent être activées selon les besoins, au moyen de bons de commande. L’accord-cadre peut donner lieu à la conclusion de marchés subséquents faisant l‘objet d’une contractualisation spécifique lorsque l’ampleur, la complexité, ou bien les caractéristiques des prestations le justifient.
