DPS:n kohteena on IT-asiantuntijatyö. Dynaamisen hankintajärjestelmän kohteeseen kuuluvat seuraavat palvelut: 1) IT kehittämisen ja ylläpidon palvelut sekä lisenssit 2) IT-omaisuuden hallinta 3) Tietoturva ja tietosuoja 4) Määrittely ja jatkuvuussuunnittelu 5) Sovellus- ja ohjelmistokehitys ja ylläpito 6) Alustapalvelut ja lisenssit 7) Toteutuksen arkkitehtuuri DPS:n keston aikana kaikki kiinnostuneet ehdokkaat voivat tehdä siihen osallistumishakemuksen. Turun kaupungin asiantuntijat toteuttavat hankinnat DPS:ään hyväksyttyjen ehdokkaiden kesken DPS:n sisäisillä kilpailutuksilla, jotka voivat ajoittua DPS:n koko hankintavaiheen ajalle. DPS:n hankintavaihe alkaa perustamisvaiheen jälkeen arviolta 15.11.2022 ja päättyy DPS:n voimassaoloajan päättyessä.
