Från 1 januari 2024 får kommunerna ansvaret för fastighetsnära insamling av förpackningsavfall, och ska sedan bygga ut systemet till 2027. Tekniska verken har från och med den 1 januari 2024 ansvar för att samla in förpackningsavfall från hushåll. Senast den 1 januari 2027 ska Kiruna kommun ha infört fastighetsnära insamling. För att tillhandhålla de tjänster som följer av detta ansvar har Tekniska verken etablerat ett auktorisationssystem till vilket leverantörer får ansöka om anslutning.
