Die DGUV betreibt u.a. das Institut für Arbeitsschutz (IFA) mit Sitz in Sankt Augustin, das die gesetzlichen Unfallversicherungsträger in Deutschland und deren Institutionen schwerpunkt-mäßig bei naturwissenschaftlich-technischen Fragestellungen im Arbeits- und Gesundheitsschutz unterstützt. U.a. gibt das IFA auch ca. einmal im Jahr sogenannte Positivlisten heraus, in denen vom IFA geprüfte und zertifizierte Geräte geführt werden, die bestimmte Prüfkriterien erfüllen, u.a. auch zur Anerkennung durch die Träger der gesetzlichen Unfallversicherung nach §10 Abs. 2 GefStoffV. In den Positivlisten werden aber auch teilweise Geräte aufgenommen, die von anderen Prüfstellen geprüft und von anderen Zertifizierungsstellen zertifiziert werden. Bei dem vorliegenden Verfahren geht es konkret um die Positivliste ""Maschinen zur Beseitigung gesundheitsgefährdender Stäube" , Nr. im IFA-Handbuch: 510 210/1.
