Unter Vorgabe einheitlicher Vertragskonditionen sowie eines einheitlichen und Zugangsverfahrens wird allen interessierten und geeigneten Unternehmen jederzeit der Abschluss bzw. Beitritt zu dem Vertrag angeboten. Eindeutige Regeln über den Beitritt werden in der Bekanntmachung festgelegt. Individuelle Vertragsverhandlungen werden nicht geführt, einzelnen Vertragspartnern wird keine Exklusivität zugesichert. Ein Vertragsabschluss erfolgt mit allen interessierten Unternehmen, die die Voraussetzungen zum Vertrag erfüllen und dies in der Partnervereinbarung bestätigt haben. Es erfolgt keine Auswahl eines oder mehrere Anbieter anhand von Zuschlagskriterien. Der Prozess der Einzelbeauftragung durch den Fahrzeugführer ist in der Leistungsbeschreibung ausführlich dargestellt.
