La présente consultation est passée selon la procédure de l'appel d'offres ouvert prévue aux articles R 2124-1 et R 2124-2 du Code de la commande publique. La consultation concerne des accords-cadres multi-attributaires, donnant lieu à la conclusion de marchés subséquents ultérieurs, dans les conditions définies aux articles L 2125-1, R 2162-7, -8 et -10 du Code de la commande publique. Elle permet à la Personne Publique de « présélectionner », entre 2 et 5 entreprises, jugées aptes à réaliser les prestations concernées dans de bonnes conditions. Durant la période de validité de l'accord-cadre, lorsque survient un nouveau besoin en termes de maîtrise d'oeuvre, la Personne Publique met en concurrence les seuls titulaires « présélectionnés » et attribue le marché à celui qui aura présenté la meilleure offre
