Construcción de una nueva sede que permita la unificación de los juzgados de jurisdicción civil, permitiendo reorganizar a los 38 órganos judiciales existentes en tres sedes, el Tribunal de Justicia y Audiencia Provincial en la sede de calle Angustias 21, los órganos de jurisdicción penal en la sede de calle Angustias 40 y los órganos de jurisdicción civil en la nueva sede, solucionando los problemas funcionales, de obsolescencia de las instalaciones y de dispersión de sedes, posibilitando un crecimiento de la planta judicial y eliminando el gasto en arrendamientos.
