La présente consultation a pour objet la fourniture, la livraison, la mise en service, la formation des agents, la garantie et le service après-vente de deux tracteurs neufs (ou équivalents) et de leurs équipements associés, adaptés aux conditions d'exploitation en zone de montagne (déneigement et entretien de voirie). Spécificité obligatoire du financement : Le marché est conclu sous la forme d'une acquisition directe impliquant un transfert immédiat de propriété à la collectivité dès l'admission des matériels. L'offre de base des candidats doit obligatoirement inclure une proposition ferme et engageante de prêt bancaire de droit public, établie par un établissement de crédit agréé, pour une durée de 5 ans (20 échéances trimestrielles). Les offres sous forme de crédit-bail, de location-vente ou de Location avec Option d'Achat (LOA) sont strictement proscrites
