De Provincie Fryslân sluit een raamovereenkomst met maximaal drie opdrachtnemers voor het uitvoeren van onafhankelijke onderzoeks- en adviesdiensten ten behoeve van energiehubinitiatieven binnen Fryslân. De dienstverlening richt zich op de initiatief- en ontwerpfase van energiehubs en omvat onder meer energiescans, stakeholderanalyses, coalitievorming, haalbaarheidsstudies, businesscases, governancevraagstukken, financieringsvraagstukken en procesbegeleiding. Het doel is het ondersteunen en versnellen van energiehubinitiatieven die bijdragen aan het verminderen van netcongestie, het optimaal benutten van beschikbare netcapaciteit en het versterken van lokale energiesystemen.
