Le présent marché a pour objet de confier à un prestataire spécialisé une mission d'audit organisationnel et fonctionnel approfondi de la Communauté Intercommunale des Villes Solidaires (CIVIS) et de son Centre Intercommunal d'Action Sociale (CIAS). Cette mission doit permettre à l'EPCI de disposer d'un diagnostic complet, objectivé, structuré et argumenté du fonctionnement réel de son administration, de ses modalités d'organisation, de pilotage et de coopération, de l'exercice de ses compétences, ainsi que de ses interfaces avec les communes membres, le CIAS et les structures satellites liées à son action
