Hierbei wird der zugrunde gelegte Angebotspreis (ggf. unter Berücksichtigung von mind. 14tägigen Skonto) errechnet aus dem Quotienten Leistungspunkten/ Angebotspreis. Das Angebot mit dem höchsten Quotienten ist das Wirtschaftlichste. Die Beurteilung der angebotenen Qualität erfolgt unter anderem anhand von Musterdrucken, die vom Bieter vorzulegen sind
