P1 : la prestation prévoit : - La fourniture et la gestion de l'énergie de chauffage - La gestion des factures et des compteurs - Un engagement sur les objectifs de consommation - Un engagement sur les objectifs de mix énergétique P2 : la maintenance préventive et curative des installations au primaire comprenant de la chaufferie principal et le réseau de chaleur et aux différents secondaires pour le chauffage, la VMC, les CTA, la production d'ECS avec leur traitement d'eau associé pour les bâtiments appartenant à la commune de Confolens et au Département de la Charente dans les conditions techniques, économiques et sociales les plus favorables P3 GER : Le gros entretien et renouvellement avec garantie totale des installations techniques listées en Annexe 1
