La laguna del Mar Menor presenta una situación de deterioro ambiental que ha provocado la formación de fangos y acumulaciones de materia orgánica en la orilla, dificultando el acceso al baño y generando problemas de seguridad y salubridad para los usuarios. Con el fin de paliar esta situación, el Ayuntamiento de Cartagena formuló solicitud de autorización temporal a la Demarcación de Costas de Murcia como órgano sustantivo para la Autorización de la instalación de cinco pantalanes flotantes que permitan el acceso a zonas de baño con calado suficiente, salvando la franja litoral afectada por lodos.
