De belangrijkste doelstelling is het operationaliseren van de visie visie ‘OPEN Ruimtenetwerk in en rond Brussel’ in de projecten en instrumenten van de verschillende partners (RPA, RUP, landinrichtingsplannen, gebiedsprogramma’s, lokale projecten, bijkomende oppervlakte toegankelijk groen, bos, Brussels Natuurplan, Groen Netwerk, Brussels Ecologisch Netwerk, vergunningenbeleid,...) in samenwerking met lokale besturen, gebruikers, investeerders en eigenaars van open ruimte gebieden. Deze raamovereenkomst wordt georganiseerd als opdrachtencentrale. Er kunnen vervolgopdrachten geplaatst worden door: - de federale overheid - De 19 gemeenten van het Brussels Hoofdstedelijk Gewest; - De openbare centra voor maatschappelijk welzijn (OCMW's); - de gewestelijke instellingen en instellingen van openbaar nut in het Brussels Hoofdstedelijk Gewest; - De Brusselse parlementen in het kader van hun bevoegdheden in het Brusselse gewest: het parlement van het Brussels Hoofdstedelijk Gewest, het Parlement van de Franstalige Brusselaars, de Verenigde Vergadering van de GGC, de Vergadering van de Vlaamse Gemeenschapscommissie; - Andere openbare besturen of instellingen die onder het Brussels Hoofdstedelijk Gewest of de betrokken gemeenten ressorteren, een eigen rechtspersoonlijkheid hebben en door het Gewest of de gemeente met een specifieke taak van regionaal of gemeentelijk belang zijn belast; - Andere openbare besturen of instellingen die nauw verbonden zijn met het Gewest of de betrokken gemeenten (bv. vzw's, andere externe onafhankelijke privaatrechtelijke agentschappen, gewone gemeentebedrijven, interne onafhankelijke agentschappen enzovoort); - De combinatie van aanbestedende overheden die belast zijn met een specifieke taak van gewestelijk of gemeentelijk belang;
