Mit dem Angebot ist ein Umsetzungskonzept einzureichen. Das Umsetzungskonzept soll den gesamten Vertragsablauf und insbesondere den Bestell- und Abwicklungsprozess beinhalten. Die Bewertung des Umsetzungskonzept erfolgt anhand den nachfolgenden Unterkriterien: 1. Fachhändler, Fahrradauswahl und Zubehör, 2. Online-Portal, 3. Bestellprozess und Rechnungsstellung 4. Kommunikation und Bekanntmachung 5. Betreuung durch den Auftragnehmer, 6. Störfallmanagement, 7. Serviceleistungen: Inspektion, Wartung und Verschleiß, 8. Versicherung und Mobilität, 9. Nachhaltigkeit.Die Gewichtung der Unterkriterien kann der Anlage "Qualitätskriterien" entnommen werden. Es können maximal 100 Qualitätspunkte erreicht werden. Für die Wertung des Angebotes werden die erreichten Qualitätspunkte mit 0,7 multipliziert. Es wird auf zwei Nachkommastellen gerundet. Es können maximal 70 Punkte erreicht werden — 70%
