Die Berufsgenossenschaften der Bauwirtschaft (BG Bau), Energie Textil Elektro Medienerzeugnisse (BG ETEM) sowie Holz und Metall (BGHM) (im Folgenden: die Berufsgenossenschaften) beabsichtigen im Rahmen des gemeinsamen Kooperationsprojektes ¿Asbestexposition bei Tätigkeiten an Putzen, Spachtelmassen und Fliesenklebern¿ verschiedene noch zu akquirierende Objekte im Hinblick auf die dort im Zusammenhang mit Bauarbeiten auftretende Asbestexposition zu untersuchen. Hierbei sollen parallel zu den eigentlichen (Bau-)Arbeiten am und im Objekt unter Einsatz spezieller Gerätesysteme tätigkeitsbegleitende Messungen erfolgen. Ziel des gemeinsamen Messprogramms ist die Ermittlung der Exposition von Beschäftigten gegenüber Asbest. Untersucht werden Tätigkeiten auf Baustellen beim sogenannten Bauen im Bestand, d.h. Tätigkeiten in Gebäuden die zwischen ca. 1960 und 1995 errichtet oder grundlegend modernisiert wurden. Die vorliegende Beschaffung betrifft einen Open-House-Vertrag deren Gegenstand die Beauftragung von Fachsanierern ist. Es handelt sich um ein sog. Open-House-Verfahren, d.h. nicht um ein klassisches Vergabeverfahren nach den vergaberechtlichen Regelungen, insbesondere der 4. Teil des GWB sowie die VgV sowie die VOB/A , bei dem der Auftraggeber die Auswahl des Auftragnehmers zu verantworten hat.
