Mit dem Auswahlverfahren soll ein geeigneter Projektentwickler und Betreiber identifiziert werden, der in der Lage ist, die nachfolgend dargestellte Fläche nach ökologischen und ökonomischen Gesichtspunkten optimal und nachhaltig in Abstimmung mit den Belangen der Hansestadt Lüneburg zu beplanen, innerhalb eines Zeitraums von 24 Monaten nach Vorliegen der Baugenehmigung tatsächlich mit Photovoltaikanlagen zu bebauen und hierfür angemessene Pachtzahlungen an die Hansestadt Lüneburg über die Laufzeit der Pacht zu leisten. Es ist geplant, die Grundstücksfläche der Hansestadt bis zu 30 Jahre an den obsiegenden Bieter zu verpachten. Betreiberwechsel im Laufe der Betriebszeit bedürfen der vorherigen Zustimmung der Flächeneigentümerin. Die interessierten Anbieter sollen ein Angebot in Form eines Konzeptes einreichen, das den Zielen der Hansestadt möglichst gerecht wird und gleichzeitig einen wirtschaftlichen Betrieb der Anlage ermöglicht.
