De aanbestedende dienst heeft ervoor gekozen om een Europese aanbesteding te doorlopen volgens de openbare procedure om op deze wijze te komen tot een raamovereenkomst voor de uitvoering van de MSP dienstverlening. Dit betreft de dienstverlening die het volledige inhuurpro-ces beslaat waarbij de ter beschikkingstelling van tijdelijk personeel, ontzorging, rechtmatigheid, doelmatigheid, transparantie, kwaliteit en kostenbeheersing voorop staan. De aanbestedende dienst wil grip op inhuur, rechtmatig inhuren en gevrijwaard worden van ar-beidsrechtelijke- en fiscale risico’s. Van de leverancier wordt verwacht dat deze de aanbesteden-de dienst volledig ontzorgt, zorgt voor rechtmatige inhuur en vrijwaart van onder andere de eer-der genoemde risico’s op het gebied van de ter beschikkingstelling van tijdelijk extern personeel, de inzet van ZZP’ers en algemene MSP dienstverlening (MSP dienstverlening). Daarnaast wordt een integrale dienstverlening verwacht waarin uitzenden, detachering en ZZP-contracten worden ondergebracht.
