Syftet med DIS är att tillgodose kommunens behov av legitimerade sjuksköterskor när de interna resurserna inte täcker behovet och/eller traditionell rekrytering inte är möjlig som vid exempelvis pågående rekrytering, sjukfrånvaro, tillfälliga arbetsbelastningar och semesterperioder. Kompetensen som efterfrågas är legitimerade allmänsjuksköterskor. Behov som också kan komma att efterfrågas är Allmänsjuksköterska med arbetslivserfarenhet inom hälso- och sjukvård för barn och ungdomar, Specialistsjuksköterska, inriktning mot hälso- och sjukvård för barn och ungdomar och Specialistsjuksköterska, inriktning mot psykiatri. Målet med DIS är att hela kommunens vård och omsorgsverksamhet ska kunna ge patientsäker vård vid ordinarie personals frånvaro samt uppnå en hållbar arbetsmiljö för sjuksköterskorna i Kommunen. Behov som efterfrågas i (steg 2) kan vara både med kort varsel och planerade insatser.
