La présente consultation a pour objectif de désigner le titulaire de la concession d'aménagement en charge de l'opération. La superficie du périmètre est d'environ 200 hectares. Les interventions viseront le périmètre s'étendant, sur la rive gauche, du cours Alsace Lorraine au nord jusqu'à la gare Saint-Jean, en restant largement à l'intérieur de la ceinture des boulevards, ainsi que les immeubles en stock à recycler et/ou sous DUP ORI situés en marge du périmètre susvisé. La liste de ces immeubles en stock et sous DUP ORI sera communiquée aux candidats en phase offres. Les objectifs recherchés sont : Suivre et connaître les mutations immobilières du centre-ville ; Produire et accompagner le développement d'une offre de logements abordables et traiter les points durs existants en matière de mal - logement ; Participer à l'encadrement du marché immobilier privé ; Stimuler l'investissement locatif ; Poursuivre et développer les efforts en matière de confort urbain
