De Opdracht omvat het leveren van blanco papier voor outputservices. Het CAK verstuurd voor haar regelingen met regelmaat uitingen naar haar klanten. Om ervoor te zorgen dat de kwaliteit van deze dienstverlening gewaarborgd wordt, wil het CAK een overeenkomst afsluiten voor de levering van blanco papier (zowel rolpapier als losbladig) voor het outputproces.
