Le présent marché concerne la mission d'organisation de dispositifs de secours pour les manifestations organisées par la Mairie, l'EPA, l'EPIC et le port. L'organisation de manifestations ou de rassemblements de personnes, à caractère occasionnel et préalablement organisé (concert, meeting, compétition sportive, festivités, événements …) pose naturellement le problème de la gestion du risque lié au nombre de personnes rassemblées et éventuellement à leur activité. Le Dispositif Prévisionnel de Secours (DPS) fixe l'ensemble des moyens humains et matériels de premiers secours à mettre en place à l'occasion d'évènements. Il fait partie des missions de sécurité civile dévolues exclusivement aux associations de sécurité civile
