Gegenstand dieses Vertrags sind Grundleistungen und Besondere Leistungen aus dem Leistungsbild Objektplanung nach § 33 HOAI in Verbindung mit Anlage 10 HOAI. Die Leistungen werden stufenweise beauftragt. Nach Erbringung der LPH 02 wird die erarbeitete Planung und Kostenschätzung für die Einreichung eines Förderantrags zum Programm: "Energetische Sanierung kommunaler Gebäude" des Ministeriums für Wirtschaft, Industrie, Klimaschutz und Energie des Landes Nordrhein-Westfalen, herangezogen. Es ist mit einer zeitlichen Unterbrechung der Planung zu rechnen, da die weitere Beauftragung an die Genehmigung des Förderantrags geknüpft wird. Aufgrund der Vorgaben der angestrebten Förderung muss die Maßnahme spätestens bis zum 31.12.2029 fertiggestellt sein. Sollte der Förderungsantrag nicht bewilligt werden, wird die Maßnahme nicht durchgeführt sondern stattdessen nur eine Sanierung der Fenster und Türen durchgeführt.
