The tender for the provision of services within the framework of Integrated Water Resources Management (IWRM) aims to strengthen climate resilience in the Mékrou, Pendjari, and Mono river basins in Benin by 2029 and targets 300,000 beneficiaries. The contractor will be responsible for conducting inclusive Climate Risk Analyses (CRAs) and supporting and/or preparing IWRM measures in line with the National Adaptation Plan and the "GIZ Climate Risk Sourcebook" (2023). Two service packages are foreseen: 1) Climate Risk Analysis (CRA) and 2) Planning and Support for IWRM Implementation. Service Package 1: Climate Risk Analysis (CRA) The main objective of this assignment is to conduct Climate Risk Analyses (CRAs) for the Mekrou, Pendjari, and Mono catchment areas. These analyses are intended to guide public policy decisions and prioritize investments in climate change adaptation in accordance with the methodology of the "GIZ Climate Risk Sourcebook" (2023). The CRA must identify climate risk hotspots by analysing current and future vulnerabilities related to the water sector and Integrated Water Resources Management (IWRM). It targets a broad range of stakeholders, including national and local decision-makers, the private sector, agricultural cooperatives, and civil society organisations. The mission is embedded within the framework of the National Adaptation Plan (NAP - Plan National d'Adaptation) and Law No. 2010-44 on water management in Benin. Social inclusion is of paramount importance. The analysis must take into account the specific needs of marginalised groups (women, girls, vulnerable youth, and persons with disabilities), as well as ethnic and religious minorities. The approach is based on the active participation of stakeholders through consultation and exchange formats grounded in nature-based solutions, gender-sensitive approaches, and conflict management principles. The studies shall follow a rigorous process ranging from scoping and alignment with policy objectives to the collection and processing of multivariate data, including climate data, socio-economic impacts, and vulnerabilities of exposed systems. Service Package 2: Planning and Support for IWRM Implementation This component builds on the risk analyses conducted under Lot 1 and focuses on the implementation of concrete measures within 15 hydrological units (CLE - Comité Locaux de l'Eau) across the Mekrou, Mono, and Pendjari basins. The service provider must develop a new catalogue of climate-resilient IWRM measures using a participatory approach. The contractor will also be responsible for the technical planning of at least 10 infrastructures, including wells, water reservoirs, retention basins, and vegetable farming/grazing areas. Furthermore, the service provider shall support the Comité Locaux de l'Eau (CLE) in integrating the proposed measure packages into their updated action plans and in preparing the technical documentation required for local grants, including contextual analysis, sustainability considerations, equity, and transparency requirements.
