Das DLR hat für die Aufstellung des Jahresabschlusses sowie des Lageberichts und deren Prüfung das dritte Buch, erster und zweiter Abschnitt des Handelsgesetzbuchs (§§ 238 bis 335 HGB) entsprechend anzuwenden. Insofern bestimmen sich Gegenstand und Umfang der Prüfung nach § 317 HGB sowie nach § 53 Haushaltsgrundsätzegesetz (HGrG) und den hierzu vom Bundesminister der Finanzen im Ministerblatt vom 15.5.2001 veröffentlichen „Grundsätze für die Prüfung von Unternehmen nach § 53 HGrG“ (Anlage zur VV Nr. 2 zu § 68 BHO) sowie des aktuellen Fragenkataloges hierzu nach IDW Prüfungsstandard (IDW PS 720). Als Grundlage für die Verwendungsnachweisprüfung der Zuwendungsgeber ist darüber hinaus die zweckentsprechende und wirtschaftliche Verwendung der Zuwendungsmittel zu prüfen.
