Ce premier critère est subdivisé en deux sous-critères : · CA 1.1 chef de projet 1 · CA 1.2 chef de projet 2 Chaque chef de projet est évalué selon les éléments suivants : · Expérience professionnelle dans le domaine des marchés publics ainsi que dans le domaine technique des équipements d’exploitation et de sécurité (EES) et/ou des infrastructures (génie civil) (domaines routier, ferroviaire et autres infrastructures) · Références personnelles dans le domaine des marchés publics · Formation : formation de base et formation continue Pour les références personnelles, chaque chef de projet présente deux projets de référence. Des points sont attribués lorsque le projet comprend les éléments suivants · Fonction de chef de projet ou de chef de projet adjoint · Acquisition de prestations de planification ou de services relevant du droit des marchés publics · Acquisition dans le domaine des infrastructures relevant du droit des marchés publics (domaines routier, ferroviaire et autres infrastructures) · Élaboration complète des documents d’appel d’offres · Accompagnement de procédures d’adjudication, y compris le traitement des questions, la participation à l’évaluation ainsi que l’établissement du rapport d’évaluation · Projet terminé · Coûts d’investissement d’au moins CHF 20’000 · Projet terminé au cours des 5 dernières années — 40%

Lot 2

Ce critère d’adjudication est subdivisé en sous-critères suivants : · CA 2.1 Analyse du mandat : le soumissionnaire présente une analyse structurée du mandat, prenant notamment en compte les aspects suivants : o Analyse des objectifs du mandat ainsi que des exigences essentielles liées à l’élaboration des documents d’appel d’offres o Identification et évaluation des principales conditions-cadres du projet (aspects spécialisés, techniques, organisationnels, calendaires, économiques et juridiques) o Identification des principaux défis et risques liés à l’élaboration des documents d’appel d’offres o Description de son propre rôle, de ses responsabilités et de ses tâches principales dans le cadre du mandat mis en soumission · CA 2.2 Proposition de marche à suivre et organisation : le soumissionnaire décrit sa manière de procéder pour exécuter le mandat ainsi que son organisation. Les éléments suivants doivent notamment être présentés : o La démarche prévue pour l’élaboration des documents d’appel d’offres (méthodologie, étapes de travail, jalons, assurance qualité) o L’organisation de projet proposée, avec présentation des responsabilités des personnes-clés et de leurs suppléants, ainsi qu’une description du pool de collaborateurs — 30%
