Met deze plaatsingsprocedure wenst het veb als Aanbestedende Overheid voor de Opdrachtgever een ESCO aan te duiden als Opdrachtnemer die de besparing op de energiefactuur garandeert door het verhogen van de efficiëntie en het uitvoeren van creatieve en kwaliteitsvolle maatregelen. Om dit te garanderen maakt het onderhoud van de kwaliteitsvolle maatregelen en geselecteerde technische installaties eveneens deel uit van de Opdracht. De Opdrachtgever is aldus op zoek naar een methode om de energiefactuur te verminderen.
