Gegenstand der Beschaffung ist die Vergabe von Dienstleistungen zur Bewirtschaftung der Parkierungsanlagen sowie der Kiss‑&‑Fly‑Haltezone am Flughafen Düsseldorf ab dem 01.02.2027, mit vorangehender Transitionsphase ab Oktober 2026. Der Leistungsumfang umfasst insbesondere das kaufmännische Management, den operativen 24/7‑Betrieb und die Steuerung der Parkbereiche, Verkehrs‑ und Kapazitätsmanagement, die Erbringung von Kundenservices (u. a. Parkservicezentrale, Call‑Center, Feedbackmanagement), Personalmanagement, Reporting auf Basis definierter Kennzahlen (KPIs) sowie die Mitwirkung an Digitalisierungs‑, Innovations‑ und kontinuierlichen Verbesserungsprozessen. Die Leistungserbringung erfolgt auf Basis eines bestehenden ticketlosen Parkierungssystems. Die Steuerung des Auftrags erfolgt durch den Auftraggeber auf Basis eines output‑ und KPI‑orientierten Modells. Der Auftragnehmer erhält innerhalb definierter Qualitäts‑ und Leistungsziele einen operativen Gestaltungsspielraum.
