Lot 1

Das Angebot hat eine detaillierte und plausible Darstellung der Wirtschaftlichkeitslücke zu enthalten. Als Betrachtungszeitraum gilt hierbei ein Zeitraum von mindestens sieben Jahren ab Inbetriebnahme. Für die Angebotswertung wird eine Punkteskala festgelegt. Die volle Punktzahl erhält das Angebot mit der niedrigsten Wirtschaftlichkeitslücke. 0 Punkte erhält ein Angebot mit dem 2-fachen der niedrigsten Wirtschaftlichkeitslücke. Alle Angebote darüber erhalten ebenfalls 0 Punkte. Die Punktebewertung für die dazwischenliegenden Wirtschaftlichkeitslücken erfolgt über eine lineare Interpolation mit bis zu zwei Stellen nach dem Komma — 90%

Lot 2

Der Bieter hat mit seinem Angebot im Angebotsblatt unter Ziffer 2 die Ausbaudauer bis zur Inbetriebnahme in Monaten anzugeben. Der Bieter mit dem geringsten Ausbauzeitraum erhält 5 Punkte. Bei doppelter Ausbauzeit des Bestbieters werden 0 Leistungspunkte vergeben. Dazwischen erfolgt eine lineare Interpolation — 5%
