Hankinta koskee pääasiallisesti muuttojen yhteydessä huoneistoissa toteutettavia pienimuotoisia rakennus- ja korjaustöitä. Rakennustöitä teetetään myös jonkin verran kiinteistöjenyleisiin tiloihin (esim. porrastilat, saunat, piharakennukset). Tilaaja valitsee puitejärjestelyyn kuusiurakoitsijaa ja kolme urakoitsijaa varalle. Varasijoilla olevien urakoitsijoiden kanssa tehdään sopimus, joka tulee voimaan siinä tapauksessa, että sopimuskauden aikana jonkun urakoitsijan kanssa tehty sopimus päättyy. Tilaajan tavoitteena on, että sillä on aina kuusi sopimusta voimassa. Hankinnan kohde on kuvattu tarkemmin liitteessä 1 Hankinnan kohteen kuvaus. Työt tehdään tarjotuilla yksikköhinnoilla. Hankintaa ei ole jaettu osiin, koska hankinnan jakaminen osiin lisäisi merkittävästi rajapintariskiä, vastuunjakoa koskevia epäselvyyksiä ja hankintayksikön koordinointi-tarvetta. Tilaajan arvion mukaan tilauksia on noin 350-500 vuodessa. Tilausten määrä vaihtelee melko paljon kuukausittain. Puitejärjestelyn enimmäisarvo koko sopimuskaudella on 7 000 000 euroa (alv 0 %).
