Tarjouksen valintaperusteena on kokonaistaloudellinen edullisuus, jonka perusteena on halvin vertailuhinta. Pisteet lasketaan vertailun kaikissa vaiheissa kahden desimaalin (esim. 15,11) tarkkuudella. Vertailu tehdään hintalomakkeen (liite 4) perusteella. Halvin tarjottu vertailuhinta saa vertailussa täydet 100 pistettä. Muiden tarjoajien hintapisteet lasketaan kaavalla: (halvin hinta/vertailtava hinta) * 100. Hankintayksikkö valitsee kuusi eniten pisteitä saanutta urakoitsijaa, joiden kanssa se tekee puitesopimuksen. Sijoille 7–9 tarjoajat valitaan varatoimittajiksi — 100%
