Achizitia cuprinde două stack-uri de pile de combustibil PEM cu catod deschis, răcite cu aer, integrate într-un ansamblu complet cu sistem de răcire, cablaj și suport mecanic, care generează energie electrică prin reacție electrochimică controlată între hidrogenul furnizat la anod și oxigenul din aer la catod. Fiecare stack este echipat cu ventilatoare și carcasă de protecție și este destinat generării de energie electrică în mod continuu. Fiecare stack funcționează independent, dar pot fi controlate și monitorizate centralizat.
