Le système d’acquisition dynamique (SAD) est un dispositif de consultation en deux étapes : la première étape consiste pour le pouvoir adjudicateur à identifier les prestataires auxquels il est susceptible de recourir, la deuxième étape consiste à mettre ces derniers en concurrence à chaque survenance d’un besoin. La particularité du SAD est qu’il reste ouvert à de nouveaux acteurs jusqu’à son échéance. Dans le cadre de la gestion de sa flotte de 20 véhicules (dont la moitié à usage utilitaire), la CCPA a nécessité de procéder annuellement à des renouvellements. Ce renouvellement devra être important les 4 années à venir. A cela s’ajoute le renforcement ponctuel de la flotte dû au développement de la collectivité. Ce marché permettra d’acheter des utilitaires (petits, moyens, grands) ou citadines et ce en neuf ou occasion.Il permettra également d’effectuer les reprises des véhicules à renouveler.
